Under the Children and Youth at Risk Component 1 Care for young people at risk , financed by the Financial Mechanism of the European Economic Area (EEA FM) from 2009 to 2014, implemented by the Municipality of Plovdiv in its capacity as beneficiary. The contracting authority aims to award to an independent financial audit to provide additional assurance on the legality and appropriateness of cost effective and efficient implementation of the project Construction of a youth center in Plovdiv.. An audit of the project found the legality of the reported costs of the beneficiary, the actual performance, accuracy and eligibility. Eligibility of expenditure in this case is defined as the right and proper disbursement of the grant in accordance with the deadline requirements and conditions specified in the contract to receive the grant.
