Invalid Bids (1) Bids made by persons who do not have the necessary qualifications to participate in the competition set forth in paragraph 1 or bids that violate the conditions related to bidding (2) Bids in which the bid amount is unclear and bids in which it is difficult to identify the bidder. (3) Bidding by telegram or telephone. (4) When there is a false statement in the pledge regarding the exclusion of organized crime groups or when a situation that violates the contract occurs. 3. Penalty Fee If the successful bidder does not carry out the procedures for concluding the contract in accordance with the "Bidding and Contract Guidelines," it will be deemed that the successful bidder has not agreed to conclude the contract, and an amount equivalent to 5/100 of the successful bid price will be collected as a penalty fee. If the contractor fails to fulfill the contract, an amount equivalent to at least 10/100 of the contract amount will be collected as a penalty fee.
