競争参加資格本事業の入札に参加できる者は、次の全てに該当する者とする。(1)予算決算及び会計令(昭和22年勅令第165号(以下「予決令」という。))第70条及び第71条の規定に該当しない者であること。なお、未成年者、被保佐人又は被補助人であって、契約締結のために必要な同意を得ている者は、同条中、特別の理由がある場合に該当する。(2)令和4・5・6年度全省庁統一資格の「役務の提供等(その他)」を有し、国有林野事業で行う素材生産及び造林の等級区分を定めた競争参加資格に関する公示(令和4年2月15日)に基づき、当該公告物件の予定価格の金額に相当する等級に格付されている者であること。物件毎に必要とする格付等級は、上記1(1)の格付等級とする。(3)令和4・5・6年度全省庁統一資格の競争参加を希望する地域において「九州・沖縄」を選択している者であること。(4)共同事業体を結成し入札に参加する場合は、次の全ての要件を満たす者であること。- 2 -ア 事業を共同連帯して請負うことを目的に結成された共同事業体であり、目的等必要な事項を明らかにした協定書を締結していること。イ 共同事業体の構成員の全てが全省庁統一資格の「役務の提供等(その他)」を有していること。ウ 共同事業体の構成員が当該発注案件に対して単体企業として入札を行わないこと。エ 競争参加資格の有無については、令和6年10月17日までに競争参加希望者へ電子調達システムまたは書面により通知するが、通知期日を経過しても書面が到達しない場合には、競争参加希望者は令和6年10月17日までに提出先に確認をとること。なお、競争参加資格がないと認めた者には、その理由を付して通知する。イ 提案された技術提案を適正と認めない場合には、当該提案者に対し、入札を執行する前日までにその認めなかった理由を付して通知する。(8)上記(7)の通知において、競争参加資格がないと認められた者及び、技術提案が適正と認められなかった者は、その認められなかった理由について、次に従い書面(様式- 5 -は自由とする。)により説明を求めることができる。ア 総合評価落札方式に関する事項(1)総合評価落札方式の仕組み本事業の総合評価落札方式は、次の方法により落札者を決定する方式とする。ア 入札説明書に示された必須項目を全て満たしている者に標準点100点を付与する。イ 入札説明書に示された加点項目の実績等により標準型の場合最大99点、簡易型の場合最大80点の加算点を付与する。ウ 付与された標準点と加算点の合計を当該入札者の入札価格で除して算出した値(以下「評価値」という。)を用いて落札者を決定する。その概要は、次に示すとおりとするが、具体的な技術的要件及び入札の評価に関する基準等については、入札説明書において明記している。(2)評価項目評価項目は次に示すとおりである。 ア 実施体制に関する事項(標準型の場合のみ)イ 事業計画の妥当性・適切性に関する事項(技術提案に関する事項(標準型の場合のみ))ウ 企業の事業実績に関する事項エ 技術者等の経験・資格に関する事項オ 企業の信頼性に関する事項カ 企業の地域貢献に関する事項なお、標準型の場合(ア~カまでの項目)で最大99点、簡易型の場合(ウ~カまでの項目)で最大80点の評価点とする。(3)落札者の決定方法ア 入札参加者は価格をもって入札する。標準点に加算点を加えた点数をその入札価格で除して得られる評価値(評価値={(標準点+加算点)/(入札価格)})を算出し、次の条件を満たした者のうち、算出した評価値が最も高い者を落札者とする。ただし、予定価格が1千万円を超える事業について、落札者となるべき者の入札価格に- 6 -よっては、その者により当該契約の内容に適合した履行がなされないおそれがあると認められるとき又はその者と契約を締結することが公正な取引の秩序を乱すこととなるおそれがあって著しく不適当であると認められるときは、入札価格が予定価格の制限の範囲内で、発注者の求める最低限の要求要件を全て満たして入札した他の者のうち、評価値が最も高い者を落札者とすることがある。(ア)入札価格が予定価格の制限の範囲内であること。(イ)評価値が標準点(100 点)を予定価格で除した数値「基準評価値」を下回らないこと。イ アにおいて、評価値の最も高い者が2者以上あるときは、当該者にくじを引かせて落札者を決定する。ただし、郵送による入札により当該者が入札に立会わない場合、又はくじを引かない者がある場合は、これに代わって入札執行事務に関係のない職員にくじを引かせ落札者を決定するものとする。5
