The short listed bidders shall consist only of three (3) prospective bidders. Those bids of the shortlisted bidders will only be opened. The bidder with the Lowest Calculated Bid (LCB) shall advance to the post qualification stage. The contract shall only be awarded to the Lowest Calculated and Responsive Bidder (LCRB) who will be determined during the post qualification procedure.
