The DepEd, Schools Division of Camarines Sur, through the GAA FUND 2024 intends to apply the sum of ONE MILLION EIGHT HUNDRED FORTY-EIGHT THOUSAND PESOS ONLY (P1,848,000.00) being the total Approved Budget for the Contract (ABC) to payments under the contract for SUPPLY AND DELIVERY OF PRINTING EQUIPMENT FOR SELECTED SCHOOLS as follow: Lot No. Description ABC 1 SUPPLY AND DELIVERY OF PRINTING EQUIPMENT FOR SELECTED SCHOOLS P1,848,000.00 Bids received in excess of the ABC shall be automatically rejected at bid opening. 2. The DepEd, Schools Division of Camarines Sur now invites bids for the above Procurement Project. Delivery of the Goods is required within 20 calendar days after receipt of Notice to Proceed. Bidders should have completed, within five (5) years prior to the date of submission and receipt of bids, a contract similar to the Project, and the value of which, adjusted, if necessary, by the Bidder to current prices using the Philippine Statistics Authority’s (PSA’s) Consumer Price Index (CPI), must be at least fifty percent (50%) of the ABC of the lot bid for. The description of an eligible bidder is contained in the Bidding Documents, particularly, in Section II (Instructions to Bidders). Bidding will be conducted through open competitive bidding procedures using a non-discretionary “pass/fail” criterion as specified in the 2016 revised Implementing Rules and Regulations (IRR) of Republic Act (RA) No. 9184. Bidding is restricted to Filipino citizens/sole proprietorships, partnerships, or organizations with at least sixty percent (60%) interest or outstanding capital stock belonging to citizens of the Philippines, and to citizens or organizations of a country the laws or regulations of which grant similar rights or privileges to Filipino citizens, pursuant to RA No. 5183. 4. Prospective Bidders may obtain further information from DepEd Schools Division Office of Camarines Sur and inspect the Bidding Documents at the address given below from Monday to Friday, 8:00 a.m. to 4:00 p.m., EXCEPT during HOLIDAYS. 5. A complete set of Bidding Documents may be acquired by interested Bidders on May 16 – June 4, 2024, until 8:30 a.m. only on the last day at the Procurement Office, DepEd SDO Camarines Sur, Freedom Sports Complex, San Jose, Pili, Camarines Sur and the website of the Procuring Entity, https://sdocamsurprocurement.weebly.com/ and upon payment of the applicable fee for the Bidding Documents, pursuant to the latest Guidelines issued by the GPPB, in the amount of FIVE THOUSAND PESOS ONLY (P5,000.00). The DepEd, Schools Division of Camarines Sur will hold a Pre-Bid Conference on May 23, 2024, 9:00 a.m. at Procurement Office, DepEd SDO Camarines Sur, Freedom Sports Complex, San Jose, Pili, Camarines Sur which shall be open to prospective bidders. 7. Bids must be duly received by the BAC Secretariat through manual submission on June 4, 2024, not later than 9:00 a.m. at Procurement Office, DepEd SDO Camarines Sur, Freedom Sports Complex, San Jose, Pili, Camarines Sur. Late bids shall not be accepted. 8. All Bids must be accompanied by a bid security in any of the acceptable forms and in the amount stated in ITB Clause 14. 9. Bid Opening shall be on June 4, 2024, 9:00 a.m. at Procurement Office, DepEd SDO Camarines Sur, Freedom Sports Complex, San Jose, Pili, Camarines Sur. Bids will be opened in the presence of the bidders’ representatives who choose to attend the activity. For the purpose of constituting a quorum, both the physical and virtual presence of the BAC members shall be considered pursuant to GPPB Resolution No. 09-2020. 10.
