The Office of the President, through the General Appropriation Act (GAA) FY 2024 and/or GAA FY 2023 Continuing Appropriations intends to apply the sum of ₱2,181,108.85 being the ABC to payments under the contract for One (1) Lot Supply, Installation, and Configuration for the Upgrading of CISCO IP PBX Licenses (220 Accounts) Negotiated Procurement (Two Failed Biddings). 2. Bids received in excess of the ABC shall be automatically rejected at bid opening. 3. In view of the two (2) failed competitive biddings, the Office of the President now invites bids for the above Procurement Project pursuant to Section 53.1 of the 2016 Revised Implementing Rules and Regulations (IRR) of Republic Act (RA) No. 9184. Delivery of the Goods is required within Thirty (30) calendar days upon receipt of the Notice to Proceed (NTP), with coverage period of three (3) years. Bidders should have completed, within the last three (3) years from the date of submission and receipt of bids, a contract similar to the Project. The description of an eligible bidder is contained in the Bidding Documents, particularly, in Section II (Instructions to Bidders). 4. Bidding will be conducted through open competitive bidding procedures using a non-discretionary “pass/fail” criterion as specified in the 2016 Revised Implementing Rules and Regulations (IRR) of Republic Act (RA) No. 9184. a. Bidding is restricted to Filipino citizens/sole proprietorships, partnerships, or organizations with at least sixty percent (60%) interest or outstanding capital stock belonging to citizens of the Philippines, and to citizens or organizations of a country the laws or regulations of which grant similar rights or privileges to Filipino citizens, pursuant to RA No. 5183. 5. Interested bidders may obtain further information from Office of the President and inspect the Bidding Documents at the address given below from 8:15 AM TO 5:15 PM. 6. A complete set of Bidding Documents may be acquired by interested bidders from October 23, 2024 to November 12, 2024 from 8:15 AM to 12:00 NN and from 1:00 PM to 5:15 PM, Monday to Friday, and up to 10:00 AM of November 13, 2024 at the given address, except holidays, and website below. 7. The Office of the President will hold a Negotiation Conference on October 30, 2024, Wednesday at 10:05 AM at the OP-BAC Bidding Room, RM 126, 1st Floor Mezzanine, Mabini Hall Bldg., JP Laurel St., San Miguel, Malacañang, Manila, which shall be open to prospective bidders. 8. Bids (Proposals) must be duly received by the Procurement Management Service through manual submission or in person at the address given below on or before November 13, 2024, Wednesday at 10:30 AM. Late bids shall not be accepted. 9. All bids must be accompanied by a bid security in any of the acceptable forms and in the amount stated in ITB Clause 14. 10. Opening of Proposals (Quotations) shall be on November 13, 2024, Wednesday at 11:00 AM at the OP-BAC Bidding Room, RM 126, 1st Floor Mezzanine, Mabini Hall Bldg., JP Laurel St., San Miguel, Malacañang, Manila. Bids will be opened in the presence of the bidders’ representatives who choose to attend the activity. 11. In the event that there will be work disruption on the scheduled date for negotiation conference, last day of acquisition of bid documents, bid submission, and opening of bids, the affected procurement activity shall automatically be rescheduled to the immediately succeeding working day at the same time and venue. 12. In case of a tie or when two or more of the bidders have been post-qualified as lowest calculated and responsive bid, the winning bidder shall be determined through the drawing of lots. 13. The Office of the President reserves the right to reject any and all bids, declare a failure of bidding, or not award the contract at any time prior to contract award in accordance with Sections 35.6 and 41 of the 2016 revised Implementing Rules and Regulations (IRR) of RA No. 9184, without thereby incurring any liability to the affected bidder or bidders. 14.
