The Provincial Local Government Unit of Nueva Vizcaya (PLGU-Nueva Vizcaya) intends to apply the sum of Five Hundred Thousand Pesos (Php500,000.00) being the Approved Budget for the Contract (ABC) to payments under the contract for the 2nd Request for Expression of Interest for Establishment of Livestock Market – Conduct of Feasibility Study Bids received in excess of the ABC shall be automatically rejected at opening of the financial proposals. 2. The Provincial Local Government Unit of Nueva Vizcaya (PLGU-Nueva Vizcaya) now calls for the submission of eligibility documents for the 2nd Request for Expression of Interest for the Establishment of Livestock Market – Conduct of Feasibility Study. Eligibility documents of interested consultants must be duly received by the BAC Secretariat on or before October 17, 2024 at 9:30 AM at BAC Office, Provincial General Services Office, Provincial Capitol, Bayombong, Nueva Vizcaya. Applications for eligibility will be evaluated based on a non- discretionary “pass/fall” criterion. 3. Interested bidders may obtain further information from the BAC Secretariat Office and inspect the Bidding Documents at the address given below from 8:00 a.m. to 5:00 p.m., Mondays to Fridays. 4. A complete set of Bidding Documents may be acquired by interested Bidders on October 10, 2024 to November 6, 2024 at BAC Secretariat Office, Bayombong, Nueva Vizcaya from the address below and upon payment of the applicable fee for the Bidding Documents, pursuant to the latest Guidelines issued by the GPPB, in the amount of Five Hundred Pesos (Php500.00). The method of payment will be on a cash basis only. The Bidding documents shall be received personally by the prospective bidder or his authorized representative. It may also be downloaded free of charge from the website of the Philippine Government Electronic Procurement System (PhilGEPS) and the website of the Procuring Entity, provided that Bidders shall pay the applicable fee for the Bidding Documents not later than the submission of their bids. 5. The BAC shall draw up the short list of consultants from those who have submitted Expression of Interest, including the eligibility documents, and have been determined as eligible in accordance with the provisions of Republic Act 9184 (RA 9184), otherwise known as the “Government Procurement Reform Act”, and its Implementing Rules and Regulations (IRR). The short list shall consist of [insert number of short list allowed]2 prospective bidders who will be entitled to submit bids. Bidding will be conducted through open competitive bidding procedures using non- discretionary “pass/fail” criterion as specified in the IRR of RA 9184. Bidding is restricted to Filipino citizens/sole proprietorships, cooperatives, and partnerships or organizations with at least sixty percent (60%) interest or outstanding capital stock belonging to citizens of the Philippines. 7. The Procuring Entity shall evaluate bids using the Quality-Cost Based Evaluation/Selection (QCBE/QCBS) procedure. The Procuring Entity shall indicate the weights to be allocated for the Technical and Financial Proposals]. The contract shall be completed within seven (7) months effective upon signing and award of the contract. 9. To attain this, Establishment of Livestock Market was proposed. In 2023, a total of 572 carabao,399 cattle and 21,057 hogs were sold by livestock raiser/farmers and shipped by Local traders to different provinces and nearby regions. Livestock Market plays a crucial role in economic gain for the province and livestock farmers. A place for farmers to acquire and dispose their animals, as well as access to valuable market information. Lastly, this will serve as a social venue of traders and farmers. Nevertheless, it is necessary for the conduct of a feasibility study as preparatory support for the Establishment of Livestock Market project. II Objectives • To assess the livestock marketing system in the province and study the possible establishment of a livestock market. • To establish a venue for livestock raisers to market information. • To establish linkage to livestock industry. III Scope of Work The scope of work encompasses the following activities which is also the standing deliverables further presented in the succeeding table.
