Lucia, Capas, Tarlac Invitation to Bid 1. The Philippine Army, through its ASA Nr. 3400-2024-0016, amounting to Four Million Five Hundred Eighty-Four Thousand Four Hundred Eighty-Eight Pesos and Ninety-Centavos Only (PhP4,584,488.90) being the Approved Budget for the Contract (ABC), intends to procure one (1) lot of Repair Parts of Robinson R44 Helicopter (Clipper II) under ARMOR DIV SBAC (Aviation)-PB-06-2024. Bids received in excess of the ABC for each lot shall be automatically rejected at bid opening. 2. The Philippine Army now invites Bids for the above Procurement Project. The required delivery period and delivery place shall be as follows: Delivery Period: Within Ninety (90) calendar days after Receipt of Notice to Proceed. Delivery Place: Aviation Regiment (Provisional), Philippine Army, Fort Ramon Magsaysay, 3130 Nueva Ecija Bidders should have completed within five (5) years from the date of Submission and Receipt of Bids a Contract similar to the project. The description of an eligible bidder is contained in the Bidding Documents, particularly, in Section II (Instructions to Bidders). 3. Bidding will be conducted through open competitive bidding procedures using a non-discretionary “pass/fail” criterion as specified in the 2016 revised Implementing Rules and Regulations (IRR) of Republic Act (RA) No. 9184 otherwise known as the “Government Procurement Reform Act”. Bidding is open to all interested bidders, whether local or foreign, subject to the conditions for eligibility provided in the 2016 revised IRR of RA No. 9184. 4. Prospective Bidders may obtain further information from ARMOR DIV SBAC Secretariat and inspect the Bidding Documents at the address given below during office hours from 8:00 am to 4:00 pm. 5. A complete set of Bidding Documents may be acquired/purchased by interested Bidders on June 26, 2024 (Wednesday) during office hours (8:00 am - 4:00 pm) from the given address and websites below in the amount of Five Thousand Pesos (PhP5,000.00), non-refundable. The Procuring Entity shall allow the bidder to present its proof of payment for the fees presented in person, by facsimile, or through electronic means. 6. The Philippine Army through ARMOR DIV SBAC will hold a Pre-Bid Conference on the date and time specified below at the Office of the ARMOR DIV SBAC, Camp O’Donnell, Sta. Lucia, Capas, Tarlac and/or through video conferencing or webcasting, which shall be open to prospective bidders. 7. Bids must be duly received by the ARMOR DIV SBAC Secretariat through manual submission at the above office address on or before the date of submission of bids, as specified below. Late bids shall not be accepted. 8. All Bids must be accompanied by a bid security in any of the acceptable forms and in the amount stated in ITB Clause 14. 9. Bid opening shall be on the date and time specified below, and at the given address below, and/or through video conferencing or webcasting. Bids will be opened in the presence of the bidders’ representatives who choose to attend the activity. The schedule of the bidding activities shall be as follows ACTIVITIES 1.
