The Department of Environment and Natural Resources – Environmental Management Bureau (DENR-EMB), through the General Appropriation Act of 2021 intends to apply the sum of PhP250,000.00 being the Approved Budget for the Contract (ABC) to payments under the contract for Purchase Request No. 2024-1244 dated September 09, 2024. Bids received in excess of the ABC shall be automatically rejected at the opening of the financial proposal. 2. The Department of Environment and Natural Resources – Environmental Management Bureau (DENR-EMB) now calls for the submission of Expression of Interest and Eligibility Document for the HIRING OF EXPERTS FOR THE CONDUCT OF THE SOIL AND VEGETATION MONITORING ACTIVITIES IN LA MESA WATERSHED IN RELATION TO ACID MONITORING NETWORK IN EAST ASIA (EANET). 3. Interested Consultant/Expert must submit their Expression of Interest and Eligibility Document on or before OCTOBER 17, 2024, 12:00 p.m. at G/F, AFMD Building (formerly HRDS Building), EMB-DENR, DENR Compound, Visayas Avenue, Diliman, Quezon City. Applications for eligibility will be evaluated based on a non-discretionary “pass/fail” criterion. 4. The BAC shall draw up the shortlist of Consultant/Consulting Firms from those who have submitted their Expression of Interest and Eligibility Document and have been determined as eligible in accordance with the provisions of Republic Act 9184 (RA 9184), otherwise known as the “Government Procurement Reform Act”, and its Implementing Rules and Regulations (IRR). The shortlist shall invite and engage in negotiation with enough consultant/consulting firms who will be entitled to submit bids subject to the condition laid down in the RIRR of RA9184 relative to the instances when the required number of shortlisting is not met. 5. ELIGIBILITY REQUIREMENTS The prospective bidder/expert shall submit the complete, recent/updated eligibility document as stated below (RA9184 IRR Annex H, Appendix A): a) Expression of Interest (with Financial Bid) b) Company Profile with Professional License/Curriculum Vitae of Consultant If consulting firm, a company profile indicating its qualifications, experience, and capability (including its track record in module writing and projects that include assisting schools in developing modules and/or conducting training among schools on module development) If individual consultant, a Curriculum Vitae/profile indicating its qualifications, experience, and capability (including its track record in module writing and projects that include assisting schools in developing modules and/or conducting training among schools on module development) c) PhilGEPS Registration Number/Proof of PhilGEPS Registration d) Income/Business Tax Return e) Omnibus Sworn Statement (required, must be submitted together with EOI) 6. QUALIFICATIONS The Environmental Management Bureau (EMB) is seeking Soil and Vegetation Experts with the following qualifications: Qualifications Qualification Criteria Forest Vegetation Expert Soil Expert Education Master’s degree in Forestry, Environmental Science, or related fields Work Experience Minimum five years of experience in general forestry, environmental forestry, or related fields Minimum five years of experience in environmental research, management, and soil sampling and analysis Technical Writing Extensive experience in writing technical documents, including reports, guidelines, and policy instruments, with at least five research papers published in the last 10 years Inter-agency Networking Established connections with government agencies, academic institutions, non-governmental organizations, and professional organizations involved in environmental and natural resources sectors Permit for Limited Practice of Profession Authorized to engage in the limited practice of the profession, if applicable (for any Consultant applicant employed in a government institution). 7.0 TASKS OF THE SOIL AND FOREST VEGETATION EXPERTS 7.1 Forest Vegetation Expert The Forest Vegetation Expert shall possess technical expertise and practical knowledge in conducting forest vegetation monitoring at the La Mesa Watershed in Quezon City. The conduct of Forest Vegetation monitoring will follow the EANET method specified in the Technical Manual of Soil and Vegetation. Specifically, the tasks of the forest vegetation expert are as follows: Tasks of the Consultant Expected Outputs Submission of Outputs Prepare a forest vegetation monitoring plan that includes objectives, targets, sampling design, equipment, procedures in sample preparation, among others. Forest Vegetation monitoring plan Within 3 weeks after signing the contract Spearhead the conduct of forest vegetation monitoring activities using appropriate equipment and in accordance with the EANET Technical Documents for Soil and Vegetation Monitoring in East Asia. This will include submitting corresponding field data reports, including the general description of the forest, tree names, species, diameter at breast height, tree height, understory vegetation survey, and other relevant data needed in the report Field data reports on forest vegetation monitoring End of the 3rd month after signing the contract Prepare and submit the forest vegetation monitoring report in accordance with the EANET reporting format. Forest vegetation monitoring reports in accordance with the EANET reporting format End of 4th month after signing the contract a Please refer to the Gantt Chart of Activities in Annex A 7.2 Soil Expert The Soil Expert must possess the technical expertise and practical knowledge required for conducting soil sampling and monitoring at the La Mesa Watershed in Quezon City. The soil monitoring activities will adhere to the EANET method outlined in the Technical Manual of Soil and Vegetation. The specific tasks of the soil expert are outlined below: Tasks of the Consultant Expected Outputs Submission of Outputs Prepare the soil sampling plan for the established plots. Soil monitoring plan Within 3 weeks after signing the contract Lead the soil sampling and monitoring activities, including: a. Collection of soil samples; b. Measurement of fine earth bulk density and soil penetration resistance; c. Submission of collected soil samples to EMB-CO for analysis of required parameters along with corresponding Sample Submittal/Chain-of-Custody forms (SSCOC). SSCOC form with the 20 collected soil samples End of the 3rd month after signing the contract Prepare and submit the soil monitoring report in accordance with the EANET reporting format, assessing the condition of the soil at the monitoring site. Soil monitoring reports in accordance with the EANET reporting format End of 4th month after signing the contract a Please refer to the Gantt Chart of Activities in Annex A 8.0 RESPONSIBILITIES OF THE CONSULTANTS 8.1 Forest Vegetation Expert a. Prepare a vegetation monitoring plan, covering objectives, targets, sampling design, equipment, and procedures. b. Lead forest vegetation monitoring at La Mesa Watershed, adhering to EANET Technical Documents. c. Conduct lectures on forest vegetation monitoring and quality assurance/control. d. Prepare and submit lecture/workshop proceedings; e. Compile forest vegetation monitoring reports per EANET format for submission to EMB-CO. 8.2 Soil Expert a. Develop the soil sampling plan, detailing objectives, targets, design, equipment, and procedures. b. Conduct lectures on soil sample collection and quality control. c. Lead soil sample collection at La Mesa Watershed, following EANET Technical Documents. d. Determine the fine earth bulk density and penetration resistance of the soil collected from the established monitoring plots at the La Mesa Watershed, Quezon City. e. Submit soil samples to EMB-CO Laboratory with corresponding Sample Submittal and Chain-of-Custody forms. f. Prepare soil monitoring reports according to EANET format for submission to EMB-CO. 9.0 COMPENSATION TERMS The Consultant will receive a total of PHP 250,000.00, inclusive of taxes, upon the submission and acceptance of all specified deliverables. Payment will be made as follows: Payment Schedule Terms Amount Forest Vegetation and Soil monitoring plan 30% of the contract amount PHP 75,000.00 Field data reports on forest vegetation monitoring, and SSCOC form with the collected soil samples Next 40% of contract amount PHP 100,000.00 Forest vegetation and soil monitoring reports in accordance with the EANET reporting format Next 30 % of contract amount PHP 75,000.00 ENGR.
