Bids that exceeded the ABC shall be rejected at bid opening and late bidders shall be rejected. Evaluation shall be made for the Determination of the lowest Complying Bidder. Prospective bidders must have completed a similar contrast within the last ten years from date of submission and receipt of bids amounting to at least 50% of the ABC to be bid. Bidding is restricted to Filipino citizens/sole proprietorship, partnerships or organizations with at least seventy five percent (75%) interest or outstanding capital stock belonging to citizens of the Philippines. Open competitive bidding will be conducted using the non-discretionary pass or fail criterion, evaluation and post qualification procedures specified in the implementing Rules Regulations (IRR) of RA 9184.
