The Power Sector Assets and Liabilities Management (PSALM) Corporation, through the 2024 Corporate Operating Budget (for the portion of the Contract to be performed in 2024) and 2025 Corporate Operating Budget (for the portion of the Contract to be performed in 2025), intends to apply the sum of TWENTY EIGHT MILLION TWO HUNDRED SEVENTY THOUSAND PESOS (PHP28,270,000.00) being the respective Approved Budget for the Contract (ABC) to payment under the contract for the Procurement of Security Services for Mindanao Generation Complex for CY 2024 with Project Reference No. 2024-PB-SS-MGC-057-01. Bids received in excess of the ABC shall be automatically rejected at bid opening. 2. PSALM now invites bids for the above Procurement Project. The estimated delivery of the Goods is required by December 2024. Bidders should have completed, within three (3) years from the date of submission and receipt of bids, a contract similar to the Project. The description of an eligible bidder is contained in the Bidding Documents, particularly, in Section II (Instructions to Bidders). 3. Bidding will be conducted through open competitive bidding procedures using a non-discretionary “pass/fail” criterion as specified in the IRR. Bidding is restricted to Filipino citizens/sole proprietorships, partnerships, or organizations with at least sixty percent (60%) interest or outstanding capital stock belonging to citizens of the Philippines, and to citizens or organizations of a country the laws or regulations of which grant similar rights or privileges to Filipino citizens, pursuant to RA No. 5183¹. 4. Prospective Bidders may obtain further information from PSALM Bids and Awards Committee (BAC) and inspect the Bidding Documents at the address given below during Monday to Friday, 9:00 AM to 4:00 PM. 5. A complete set of Bidding Documents may be acquired by interested Bidders starting 07 September 2024 from the given address and website(s) below. Pursuant to the latest Guidelines issued by the GPPB, the approved bidding participation fee for this Project is in the amount of TWENTY-FIVE THOUSAND PESOS (PHP25,000.00). Thereafter, the Meeting ID will be provided to the prospective bidders prior to the schedule. 7. Bids must be duly received by the BAC Secretariat through online or electronic submission as indicated below on or before 01 October 2024 at 09:00AM. Late bids shall not be accepted. Personal or manual submission of bids shall not be allowed. 8. All Bids must be accompanied by a bid security in any of the acceptable forms and in the amount stated in ITB Clause 14. 9. Bid opening shall be on 01 October 2024 at 10:00AM through videoconferencing or webcasting via Zoom. Bids will be opened in the presence of the bidders’ representatives who choose to attend the activity. 10. In case of electronic bid submission, bids not in compressed archive folders and are not password protected, shall be rejected. However, bid envelopes that are not properly sealed and marked or not properly compressed and password-protected, as required in the Bidding Documents, shall be accepted, provided that the bidder or its duly authorized representative shall acknowledge such condition of the bid as submitted. 12. PSALM reserves the right to reject any and all bids, declare a failure of bidding, or not award the contract at any time prior to contract award in accordance with Sections 35.6 and 41 of the 2016 revised IRR of RA No. 9184, without thereby incurring any liability to the affected bidder or bidders. 13.
