The Department of Agrarian Reform Region VI, through the 2025 National Expenditure Program (NEP) intends to apply the sum of ONE MILLION SIX HUNDRED THOUSAND PESOS ONLY (Php 1,600,000.00) being the Approved Budget for the Contract (ABC), as payment for the Contract for Procurement of SECURITY SERVICES for CY 2025 (IB No. DARROBAC-SS-2025-02). Bids received in excess of the ABC shall be automatically rejected at bid opening. 2. The Department of Agrarian Reform Region VI, through its Bids and Awards Committee (BAC), now invites BIDS from the List of PhilGEPS Registered Suppliers/Bidders for the following: Lot No. Description Quantity ABC Bidding Documents 1 Four (4) SECURITY GUARDS – Eight (8) hours per shift One (1) Security Guard - Ten (10) hours per shift 4 SECURITY GUARDS, DAR Regional Office VI (DARRO), Jaro, Iloilo City (One (1) will function as supervisor at the same time.) 1 SECURITY GUARD, DAR Adjudication Board Regional Office VI, Diversion Road, Iloilo City 1,600,000.00 5,000.00 TERMS OF REFERENCE BASIC REQUIREMENTS: Required qualifications of Security Guards (SGs) a. Filipino citizen of good moral character and reputation, courteous, alert and without criminal or police record; b. At least High School graduate and have a minimum of 3 years relevant experience as guard; c. Physically and mentally fit and of legal age, at least 5 feet in height and not less than 130 lbs; d. Had undergone Training on Gun Safety and Handling and First Aid; e. Duly licensed Security Guard and properly screened by the Agency within the duration of the contract; f. The Agency shall provide the Security Guards with the following: Philippine Association of Detective and Protective Agency Operators, Inc. (PADPAO) Prescribed uniform: 1. Head gear 2. Service shirt 3. Service trousers 4. Service belt 5. Footwear Equipment and Accessories: 1. Nightstick/baton 2. Whistle 3. Timepiece (synchronized) 4. Writing pen 5. Notebook and duty list 6. Flashlight 7. First aid kit 8. Service Firearms and ammunitions (revolver/pistol and metal detector) 9. Communications equipment (2-way radio and mobile phone) appropriate to designated posts 10. Raincoat & Two (2) Long Umbrellas g. Agency must provide and submit the Personal Data Sheets (PDS) of guards; h. Possess other qualifications as required by Republic Act No. 5487, as amended; i. Knowledgeable in writing regular security reports; and j. All guards must be fully vaccinated. OTHER REQUIREMENTS: a. A Sub-Office shall be established within Region VI, if the main office is outside the Region; b. The number of contracted guards may be increased or decreased anytime upon written request from DAR Regional Office VI; c. The Contractor shall ensure that the guards are replaced after an eight (8)-hour shift in DARRO VI; d. Maintain a logbook for their attendance with signature and submit a Daily Time Record (DTR) every end of the month to the Head of General Services Section of DAR Regional Office VI; e. The Inspector of the agency must conduct a monthly routine schedule of monitoring and inspection of assigned guards. He must submit his mobile contact number to the Chief of the General Services Section of DAR Regional Office VI for coordination and feedbacking; f. The Contractor shall exercise discipline, supervision, control and administration over its security guards in accordance with laws, ordinances and pertinent government rules and regulations as well as rules and policies laid down by DAR Regional Office VI on the matter; g. The Contractor shall be required to submit a machine copy of the pay slip to DAR showing the deductions and Official Receipts paid by the Contractor of the mandatory contributions: Retirement Benefit (RA 7641), SSS Premium, PhilHealth Contribution, State Insurance Fund and PAG-IBIG Fund; h. The Security Agency must abide with the minimum wage due to each guard as provided by the Regional Tripartite Wages and Productivity Board and PADPAO rate; and i. The Agency shall pay salaries and benefits regularly as scheduled. j. Inform in writing the Chief of General Services every reliever, replacement and reshuffling of guards within 48 hours before deployment, subject to compliance of other Terms & Conditions. k. Designate a head guard for stations that have two or more assigned security guards. Posting of Guards is required from February 1, 2025 to December 31, 2025 INSTRUCTIONS: 1. Please refer to the Terms of Reference for the prospective bidder to determine the qualifications of the Security Guards; 2. In the Cost Distribution Per Month which shall form part of the Financial Document only the Agency Fee may be changed by the Prospective Bidder, the 12% VAT being dependent upon the agency fee pursuant to RMC-39-2007; 3. If the prospective bidders made an offer less than the amount to Guard and Government, it shall be automatically considered as non-complying; 4. DARRO VI will only transact to the representative of the Agency who is authorized to attend the bidding process and sign pertinent documents. Representative of Agency should bring their Authorization Letter / Special Power of Attorney (SPA) as proof. Delivery of the services is required from February 1, 2025 to December 31, 2025. Bidders should have completed, within three (3) years from the date of submission and receipt of bids, a contract similar to the Project. The description of an eligible bidder is contained in the Bidding Documents, particularly, in Section II (Instructions to Bidders). 3. Bidding will be conducted through open competitive bidding procedures using a non-discretionary “pass/fail” criterion on bid opening day and the evaluation and post qualification procedures specified in the revised Implementing Rules and Regulations (IRR) of Republic Act (R.A.) No. 9184, otherwise known as the “Government Procurement Reform Act”. Bidding is restricted to Filipino citizens/sole proprietorships, partnerships, or organizations with at least sixty percent (60%) interest or outstanding capital stock belonging to citizens of the Philippines, and to citizens or organizations of a country the laws or regulations of which grant similar rights or privileges to Filipino citizens, pursuant to RA No. 5183. 4. Interested bidders may obtain further information from Head BAC Secretariat, Department of Agrarian Reform Regional Office VI and inspect the Bidding Documents during office hours (Monday – Friday, 9:00 A.M. to 4:00 P.M.) except non-working days and holidays at the address given below: 5. A complete set of Bidding Documents may be acquired by interested Bidders from October 15, 2024 to November 04, 2024, at the given address below and upon payment of the applicable fee for the Bidding Documents, pursuant to the latest Guidelines issued by the GPPB, in the amount of Five Thousand Pesos Only (Php 5,000.00). The Department of Agrarian Reform, Regional Office VI will hold a Pre-Bid Conference on October 22, 2024, 1:30 P.M. at DAR Regional Office VI Conference Room, 3rd St., Lawa-an Village, Balantang, Jaro, Iloilo City. 7. Bids must be duly received by the BAC Secretariat through manual submission at the office address indicated below on or before November 4, 2024, 1:00 P.M. Late bids shall not be accepted. 8. All Bids must be accompanied by a bid security in any of the acceptable forms and in the amount stated in ITB Clause 14. 9. Bid opening shall be on November 4, 2024, 1:30 P.M onwards at the given address below. Bids will be opened in the presence of the bidder/bidders’ representatives who choose to attend the activity. 10. The Department of Agrarian Reform, Regional Office VI reserves the right to reject any and all bids, declare a failure of bidding, or not award the contract at any time prior to contract award in accordance with Sections 35.6 and 41 of the 2016 revised IRR of RA No. 9184, without thereby incurring any liability to the affected bidder or bidders. 11. In the event that there is a tie among Lowest Calculated Bidders (LCB), the BAC will decide for a tie breaking method depending on the number of bidders as follows: a. For two (2) bidders, a Toss Coin shall be done [bidders will choose either head or tail based on the alphabetical order of bidder’s name. The head of the BAC Secretariat will toss the 5peso-yellow coin in the presence of the BAC members (with quorum). The BAC Secretariat members, TWG, End-user and bidder’s representative will act as witnesses. The winner in the toss coin shall be moved and accordingly seconded]. b.
