The Philippine Institute of Volcanology and Seismology, through the Government of the Philippines – General Appropriations Act 2024 intends to apply the sum of Six Hundred Eighty Thousand Pesos Only (PhP680,000.00) being the Approved Budget for the Contract (ABC) to payments under the contract for “Repair and Rehabilitation of Odiongan Satellite Telemetered Seismic Station (OTRP)” with Purchase Request Number 520231004965. Bids received in excess of the ABC shall be automatically rejected at bid opening. 2. The Philippine Institute of Volcanology and Seismology now invites bids for the above Procurement Project. Completion of the Works is required within 120 calendar days. Bidders should have completed a contract similar to the Project. The description of an eligible bidder is contained in the Bidding Documents, particularly, in Section II (Instructions to Bidders). 3. Bidding will be conducted through open competitive bidding procedures using non-discretionary “pass/fail” criterion as specified in the 2016 revised Implementing Rules and Regulations (IRR) of Republic Act (RA) No. 9184. 4. Interested bidders may obtain further information from Philippine Institute of Volcanology and Seismology and inspect the Bidding Documents at the address given below from Monday to Friday, 8:00 AM to 5:00 PM or at the website of PHILGEPS and PHIVOLCS. 5. A complete set of Bidding Documents may be acquired by interested bidders on June 11, 2024 to July 2, 2024 from the given address and website/s below and may pay over the counter at the Cashier’s Office of PHIVOLCS the non-refundable amount of Six Hundred Eighty Pesos Only (PhP680.00). Bidder/s who opted to download the Bidding Documents at the websites of PHILGEPS and PHIVOLCS may pay or deposit the non-refundable fee to the account of PHIVOLCS Procurement Related Activities with Account Number 0702-1056-17 at Landbank Q.C. Circle Branch and email the copy of the deposit slip to the PHIVOLCS BAC Secretariat and Cashier at email address bac.secretariat@phivolcs.dost.gov.ph and rosalia.santos@phivolcs.dost.gov.ph not later than the submission of their bids. 6. The Philippine Institute of Volcanology and Seismology will hold a Pre-Bid Conference at 1:30 pm of June 18, 2024 at PHIVOLCS Bldg. C.P. Garcia Avenue, UP Campus, Diliman, Quezon City, which shall be open to prospective bidders. 7. Bids must be duly received by the BAC Secretariat not later than 1:30 pm of July 2, 2024 at the office address as indicated below. Late bids shall not be accepted. 8. All bids must be accompanied by a bid security in any of the acceptable forms and in the amount stated in ITB Clause 16. 9. Bid opening shall be at 1:30 pm of July 2, 2024 at PHIVOLCS Bldg. C.P. Garcia Avenue, UP Campus, Diliman, Quezon City. Bids will be opened in the presence of the bidders’ representatives who choose to attend the activity. 10. The Philippine Institute of Volcanology and Seismology reserves the right to reject any and all bids, declare a failure of bidding, or not award the contract at any time prior to contract award in accordance with Sections 35.6 and 41 of the 2016 revised Implementing Rules and Regulations (IRR) of RA No. 9184, without thereby incurring any liability to the affected bidder or bidders. 11.
