PROJECT TITLE : Consultancy Services for Technical Dive Exploration and Scientific Survey of Carles, Iloilo (Qualitative and Quantitative Survey of Marine Biodiversity and Underwater Highlights for Scuba Diving Tourism Development in the Destination) II. PROJECT DATE : November 4 to 12, 2024 III. DESCRIPTION The conduct of the project in Carles, Iloilo allows the thorough exploration and assessment of the area as a potential destination that may be developed for dive tourism purposes through the following: • Biodiversity assessment of the site’s unique features • Inventory of existing dive establishments and facilities; and • Consultations with relevant stakeholders, and workshops for concerned destination managers on dive tourism products and market development and management. IV. MINIMUM REQUIREMENTS A. Must be accredited with the Philippine Government Electronic Procurement System (PhilGEPS); B. Must submit the quotation with a cost breakdown to differentiate the amount of service fee and the amount to be earmarked for the payment to third parties or other proprietors. Otherwise, the tax withheld will be credited from the total contract price; and C. Must be willing to provide services on a send bill arrangement. V. SCOPE AND WORK DELIVERABLES The Technical Dive Exploration Team must provide the following services: A. Pre-exploration data gathering, and validation based on primary and secondary research from interviews/surveys with the local community (i.e., dive shop operators, local divers, and fisherfolk) and information from nautical charts, tide tables, and published reports from valid sources. B. Conduct technical and scientific dives at various sites in the destination to collect data through qualitative and quantitative methods such as, but not limited to, the following: • Belt-Transect Method (Quantitative) to obtain baseline data of both fish and benthic lifeforms • Wide-Area Method (Qualitative) to cover the expansive area outside the belt-transect and provide a closer representation of the site’s marine biodiversity • Underwater photogrammetry to document the survey area and provide a 3D model of the reef • Underwater and aerial photography and videography to report correct representations of the dive sites and determine entry and exit points C. Develop a dive tourism development plan with recommendations and strategies to develop a successful scuba diving industry that is economically, environmentally, and socially sustainable for the destination based on results of the technical and scientific assessments D. Discuss the initial findings with the concerned local government unit (LGU) and private sector representatives E. Generate a formal report with all relevant findings from the exploration and assessment, including recommendations and conclusions VI. TEAM COMPOSITION The Technical Dive Exploration Team must have the following personnel: 1. Overall Project Manager – 1 pax 2. Technical Diver / Videographer – 1 pax 3. Technical Diver / Photographer – 1 pax 4. Technical Diver / Diver Propulsion Vehicle (DPV) Operator – 2 pax 5. Advanced Open Water Diver (or higher certification level) with Marine Biology Background – 2 pax 6. On-ground Documentation Coordinator – 1 pax VII. SCHEDULE OF ACTIVITIES The Technical Dive Exploration Team will follow the schedule of activities below: Day Activities November 4, 2024 Travel from Manila to Iloilo City; Gear Set Up Preparatory Coordination and Briefing November 5 to 9, 2024 Dive Site Exploration (3 dives per day) November 10, 2024 Assessment of Dive Establishments and Report Preparation; November 11, 2024 Presentation of Findings November 12, 2024 Travel from Iloilo City to Manila VIII. RATING CRITERIA A APPLICABLE EXPERIENCE OF THE CONSULTANT 1 Relevance of company portfolio to the project Company or Firm has completed 2 dive exploration projects 20 Company or Firm has completed 1 dive exploration project 10 Company or Firm has not completed any dive exploration projects 0 B. QUALIFICATION OF PERSONNEL WHO MAY BE ASSIGNED TO THE JOB 1 Work Experience All assigned personnel have at least 1 work/project experience relevant to the project scope (i.e., technical diving and marine exploration) 60 At least 4 of assigned personnel have at least 1 work/project experience relevant to the project scope (i.e., technical diving and marine exploration) 40 Assigned personnel have no relevant experience 0 C CURRENT WORKLOAD RELATIVE TO CAPACITY 1. OTHERS Travel arrangements for the above personnel (maximum of 8 pax) shall be shouldered by the DOT and will include the following: 1. Roundtrip domestic air tickets to and from Manila and Roxas City, inclusive of 20 kg check-in baggage, 7 kg hand carry, and an additional 20 kg baggage allowance; 2. Van transfers for nine (9) days; 3. Boat transfers to and from Bancal Port and Granada Port; 4. Accommodation at a DOT Accredited property from November 4 to 12, 2024; 5. Full board meals from November 4 to 12, 2024; 6. Dives (max of 3 dives per day per person), inclusive of all applicable environmental and marine park fees. Expenses outside of the above travel arrangements must be shouldered by the service provider. X. BUDGET The total budget for this project is FIVE HUNDRED NINETY-FIVE THOUSAND PESOS (Php 595,000) inclusive of all applicable taxes and should cover all requirements enumerated above. XI.
